Disabled permits
The disabled person’s permit, to be identified with the New European Sign as per Presidential Decree No. 151 dated July 30, 2012, is free of charge and is issued in the amount of one.
The applicant must have significantly reduced walking ability, ascertained by appropriate ASL commission. This certification is not necessary for the blind for whom a First Instance Commission certificate is sufficient.
If the result of the medical examination states that the established disability is irreversible, the Permit Office will issue a permit valid for five years in the first instance, which thereafter may be renewed, from time to time for an additional five years, by submitting the certificate of the attending physician, who certifies that there are no changes on the reduction of walking ability.
If the result of the examination, on the other hand, certifies a temporary disability, the permit may be issued for the period stated in the certificate and, upon expiration, may be renewed only if there is a new certificate from the appropriate ASL commission.
Issuing permits for the disabled
The Permit Office’s issuance of the New European Sign requires the presence of the disabled person and the submission of two passport photos in addition to the above health documents .
Presidential Decree 151 also stipulated that holders of the old orange-colored permit will have to provide themselves with the new European mark by September 15, 2015.
The European disabled person’s badge is strictly personal and non-transferable, is not tied to a specific vehicle, and allows various concessions with regard to parking and driving not only in Italy but also in otherEuropean Union countries (which, the latter, is not allowed with the old orange badge).
The permit issued to the disabled naturally also allows free access to the LTZ subject to any special limitations imposed by the City for circulation and parking in the Pedestrian Areas.
Free parking is allowed in the parking stalls reserved for the disabled or even outside them as long as it does not conflict with the Highway Code. In blue parking stalls, parking is free upon proper display of the parking sticker.
Permission for transit is conditional on the presence of the disabled person who must be on board the vehicle, either as a driver or as a passenger.
Disabled permit holders can match, to the same, the license plate of the car habitually used, which will be included in the list of those authorized (white list) in the manner indicated by Lucca Plus and in any case until the expiration of the permit itself. In order to carry out the matching, it is necessary to deliver to the Permit Office the application form, a photocopy of the vehicle registration card of the vehicle you want to register and a complete photocopy (front/back) of the disabled permit. Please note that this can be done by the permit holder (upon verification of a valid ID).
Those who have not availed themselves of the option referred to in the previous point or access with a vehicle other than the one whose license plate is already authorized, before entering the LTZ must call the toll-free number (800 944 353) or write an email to varchi@luccaplus.it to communicate the license plate number of the vehicle with which he/she accesses, the number of the disabled permit, the municipality that issued it, surname and first name of the permit holder and date of access. In case the toll-free number is not active, it is necessary to communicate the data by e-mail or by filling out the form below no later than 48 hours from the time of access.
Disabled Access Communication
If the toll-free number is inactive at the time of access, the person may regularize access by submitting the form below, within the next 48 working hours. The permit is valid for a maximum of 2 consecutive days.
